Senior Consultant (IT Management Specialist) – Ministry of Finance
📢 Join the e-GP Secretariat under the Sri Lanka Public Financial Management Strengthening Project (SLPFMSP).
With grant assistance from the European Union & AFD through the World Bank, the Department of Public Finance is seeking an individual consultant for a one-year tenure (extendable based on performance).
🔹 Position:
✅ Senior Consultant (IT Management Specialist) – 1 Vacancy
📍 Location: Department of Public Finance, Ministry of Finance, Colombo-01
🔹 Job Responsibilities:
✔ Work under the supervision of the Director General / Additional Director General (Procurement) / Director of DPF.
✔ Establish a sound Project Management Process for the e-GP Secretariat.
✔ Provide guidance to system developers in creating a fully automated e-Procurement system.
✔ Coordinate with consultants, contractors, foreign funding agencies, and stakeholders.
🔹 Required Qualifications:
🎓 Bachelor’s Degree in IT, Computer Science, Project Management, or related field.
🎓 Postgraduate Diploma in Project Management / related qualification is an added advantage.
🔹 Experience Required:
💼 Minimum 5 years of managerial experience in large-scale IT project implementation (public or private sector).
💼 Expertise in software development life cycles within complex IT projects.
💼 Experience in Agile Project Management methodologies.
💼 Strong knowledge of Government of Sri Lanka (GOSL) or international procurement procedures is an advantage.
💼 Ability to lead and manage IT project teams.
💼 Proficiency in writing comprehensive reports.
💰 Compensation & Selection Process:
✔ Consultancy Fee: Monthly compensation based on a negotiated rate.
✔ Selection Method: Shortlisted candidates will be interviewed.
✔ Contract Duration: One year (extendable based on performance & project needs).
