Climate Resilience Multi-Phase Programmatic Approach (CResMPA)
The Climate Resilience Multi-Phase Programmatic Approach (CResMPA) is a national development project funded by the World Bank and implemented by the Ministry of Agriculture, Livestock, Lands, and Irrigation. The project aims to improve climate resilience in Sri Lanka by:
- Enhancing warnings for high-impact weather and hydrological hazards.
- Developing Kelani Basin multi-purpose water infrastructure for climate resilience.
Duration: 2021–2026
Applications are invited from Sri Lankan citizens for the following contract-based positions in the Project Coordinating Team (PCT):
1. Procurement & Contract Management Specialist (PS3)
- Vacancies: 01
- Salary Scale: Rs. 140,000.00–155,000.00 (As per MSD Circular No. 01/2019)
Qualifications & Experience
- A Bachelor’s Degree or equivalent qualification in the relevant field, or Associate membership of a recognized professional institution.
- Postgraduate Degree or Chartered/Corporate membership is required for certain criteria.
- Experience:
- Minimum 8-10 years at a managerial level in procurement and contract management, preferably in large investment programs.
- Familiarity with implementing large development projects is essential.
2. Senior Programming Specialist (Monitoring, Evaluation & Learning – MEL) (PS3)
- Vacancies: 01
- Salary Scale: Rs. 140,000.00–155,000.00 (As per MSD Circular No. 01/2019)
Qualifications & Experience
- A Bachelor’s Degree or equivalent qualification in the relevant field, or Associate membership of a recognized professional institution.
- Postgraduate Degree or Chartered/Corporate membership is an advantage.
- Experience:
- Minimum 8-10 years at a managerial level in project monitoring and evaluation.
- Proven expertise in managing Management Information Systems (MIS) and foreign-funded projects is preferred.
3. Human Resource Management Officer (PS5)
- Vacancies: 01
- Salary Scale: Rs. 85,000.00–91,000.00 (As per MSD Circular No. 01/2019)
Qualifications & Experience
- A Bachelor’s Degree or equivalent qualification in the relevant field.
- Experience:
- Minimum 4-14 years in Human Resource Management, capacity development, and office management, depending on the level of qualification (NVQ Level 5–7 or higher).
4. Communication Officer (PS5)
- Vacancies: 01
- Salary Scale: Rs. 85,000.00–91,000.00 (As per MSD Circular No. 01/2019)
Qualifications & Experience
- A Bachelor’s Degree or equivalent qualification in the relevant field.
- Experience:
- Minimum 4-14 years in mass communication, information education campaigns (IEC), and producing communication materials (e.g., scripts, booklets, newsletters).
5. Project Secretary (PS6)
- Vacancies: 01
- Salary Scale: Rs. 61,000.00–67,000.00 (As per MSD Circular No. 01/2019)
Qualifications & Experience
- A Bachelor’s Degree in a relevant field or qualification as a Chartered Secretary.
- Experience:
- Minimum 5 years in a secretarial position.
- Proficiency in MS Office, internet, and email.
- Excellent written and spoken English, with proven report-writing skills.
General Conditions
- Age Limit: Maximum of 64 years.
- Contract Duration: Initial contract for 1 year, extendable based on performance and funding availability.
- Experience with World Bank/Foreign-funded projects is mandatory.
