Ministry of Defence – Reduction of Landslide Vulnerability by Mitigation Measures Project

The Ministry of Defence invites applications from qualified Sri Lankan citizens for the Project Director position under the Reduction of Landslide Vulnerability by Mitigation Measures Project (RLVMMP).

Position: Project Director (PS 1)

Project Value: USD 101.3 million
Funding: Asian Infrastructure Investment Bank (AIIB) & Government of Sri Lanka
Contract Type: Full-time, contractual (co-terminus with project end date)
Probation Period: Three months
Age Limit: Must be under 64 years at the time of application

Project Overview:

• Phase I: Critical landslide-prone sites mitigated.
• Phase II: Addressing 128 identified locations across various districts and railway tracks.
• Implementing Agency: National Building Research Organisation (NBRO).

Qualifications & Experience:

Mandatory Educational Background:

1. Option 1:
   • A Bachelor’s Degree in a relevant field recognized by the University Grants Commission (UGC).
   • A Postgraduate Degree in a relevant field.
   • At least 14 years of post-qualifying experience, with 7 years at a senior managerial level.
2. Option 2:
   • A Bachelor’s Degree in a relevant field recognized by UGC or equivalent qualification.
   • At least 12 years of post-qualifying experience, with 6 years at a senior managerial level.
3. Option 3:
   • Associate Membership or Corporate/Chartered Membership from a recognized professional institution in the relevant field.
   • A Postgraduate Degree in a relevant field.
   • At least 12 years of post-qualifying experience, with 5 years at a senior managerial level.

Preferred Qualifications:

• Educational qualifications in Project Management (planning, implementation, monitoring, and evaluation).
• Experience in managing foreign-funded projects.

Remuneration & Benefits:

• As per MSD Circular No. 01/2019 (Ministry of Finance).
• EPF Contribution: Employer – 12%; Employee – 8%.
• ETF Contribution: Employer – 3%.
